From systems I've tested it seems that the trend has generally been towards 
increased power use.  Core 2 systems use about half the power of a Pentium-D 
system but that's more related to how bad then Pentium-D was than anything 
else.

My old Cobolt Qube took less power than any other non-laptop I tested and the 
P3 desktop systems I still use as low-end servers beat anything else I can get 
for free.

In terms of CPU features the least capable system I run is now my EeePC 701 
and it seems that you aren't planning to drop support for that.
