I use DEP-5 this way for my software. I use a wording like this to meet both use cases: License: GPL-3+ The full text of version 3 of the GPL is distributed as doc/GPL in this package's source, or in /usr/share/common-licenses/GPL-3 on Debian systems. -- see shy jo
