It was never said *all* meta packages are using Depends (at least not AFAIR, and not in what your quoted). I suggest you pick random common examples: gnome-desktop-environment (or gnome), xfce4, lxde, xorg, firmware-linux, r-recommended, etc. Mraw, KiBi.
