Also, llconf http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=170278 seems interesting. I think there should be some formal interface to exclude interface while indicating which utility owns/controls it in /etc/network/interfaces so we do not need to rely on comments and commented out interface.
