Someone might take a GPLv3 project, make enhancements to it, publish
the combination under the AGPL, and charge for the right not to
distribute the source code.

Of course, this is not a problem for Debian.  But authors licensing
software under the GPL version 3 (or version 2 or later), might expect
that it is a strong copyleft.  It is not.
