The GCTP is the standard computer software used by the National Mapping Division for map projection computations. This library is used by hdf-eos4 and hdf-eos5, which have ITP's assigned, as well as libproj internally. The upstream author claified the license situation: The GCTP was originally developed by USGS. For EOS (funded by NASA) we took it and added a few more projections to be used by HDF-EOS. Any one can use it or modify it (both commercial and non-comercial) as long as it is acknowledged. If you want to use it please use the latest versions ( see download at http://newsroom.gsfc.nasa.gov/sdptoolkit/toolkit.html ).
