A message to this list isn't going to do anything to help that happen.

Rather, you should consider whether the maintainer of the Debian package
might be unaware of the new version, and if in your estimation they
might have overlooked the version, file a Debian BTS bug report of
“wishlist” severity against the package.

In this case, though, I think it's pretty likely the maintainer is
already well aware of this new version, and doesn't need reminding.
