You may play around with linux-support-$version, which contains global, per-arch, per-flavour configuration files, as well as the tools to combine them. From the notes I took a tiny while ago, you could try e.g. “kconfig.py /tmp/combined-config config i386/config i386/config.686” I might have missed some bits, but that's basically what's done during the kernel build.
