Huh? Upstreams knowing about the Debian BTS? Sure, in an ideal world,
that's the case. But most upstreams don't follow the BTS/don't use it,
simply because they don't have time to do that.

So it's better to provide a new source of information (patches.d.o),
with only the most important information, without asking upstream to go
through all bugs in a package to find a few useful patches.
