This might not be the correct place but here goes.. apt-get provides http_proxy and ftp_proxy support but why not SOCKS? I have no experience with SOCKS other than that I use it daily in conjunction with firefox and ssh. I think it is a feature which could be of use to others as well since it would enable you to use apt over ssh.
