You are right. Netsend is optimized for linux: splice(), madvice(), congestion
control algorithms (bic, cubic, ...), etc. There is currently no plan to port
it for other operating systems, there is currently no demand.

On the other hand it is possible (through some command line options) to let
netsend communicate with netcat or other "vanilla" applications - but this
isn't the main purpose of netsend anyway.
