If a package can handle cross-compilation properly then it will skip tests in the testsuite that would require to run compiled binaries. So cross-compiling in itself should not be a reason to omit the test suite. Packages should just check for -nocheck; adding -nocheck to DEB_BUILD_OPTIONS should be the job of the cross-compiling environment.
