I think Manoj already gave a good reason about supporting personal
repositories on Alioth [1].

If the personal repository stores the Debian package repository, I
think its structure should be fixed.

Example: I'm the only maintainer of foo, which uses git upstream [2]
and I decide to use git for the Debian package as well.  Where should
I put the repository?  Since the other packages I collaboratively
maintain are hosted on Alitoh, which already supports git and on which
I already have an account, I decide for it [3].  According to [4],
personal repositories are stored in $HOME/public_git [5], so this is
already prescribed...

Honestly, I'd prefer more guides (so, not rules) than nothing at all.

Obviously this has nothing to do with debcheckout, which was the way I
found this annoyance.
