The reason there continues to be a need for /etc/ppp/ip-(up|down).d/ is
that ifupdown has never handled ppp interfaces properly.  ifup runs
/etc/network/if-up.d/ scripts immediately after starting pppd; what it
should do is wait for the PPP link to be established before running
hook scripts.  This shortcoming is addressed in the experimental
version of ifupdown.
