Yes of course. But this does not mean they have to have access to
infrastructure of the project. A box for a DD to debug and test the builds
is all which is required. Nothing important has to be installed.

I understand, that the lack of hardware on some platforms may require the
buildd for that platform run on the only debian box. However, I think it
does not make fun to work on a buildd box, anyway. Especially not on those
exotic architectures.
