The security archive are updates to the stable archive. The stable archive does not get updated on a regular or even semi-regular basis. It only gets updated periodically, when a new release of stable is made. This is a very formal event. Updates that have accumulated in the security archive may be moved over into the standard archive at this time. Otherwise, they do not intermingle.
