This should be a decapitalised noun phrase. "perl module for easy
comparison of arrays" or something like that.

Too many commas:
Array::Compare can easily compare two arrays in a variety of flexible
ways, including whitespace-ignorant, case-insensitive and ignoring
certain elements.

I think that's all that needs to be said in the description of such a
package.
