Well... To be precise: debian/rules does NOT allow shell scripts inside. It
only allows shell commands. To catch a difference create Makefile like this:
--- 8< [cut here] ---
testdir:
mkdir testdir
t1: testdir
cd testdir
pwd
t2: testdir
cd testdir;\
pwd
--- 8< [cut here] ---
and compare results of:
make t1
and
make t2
