What are you speaking about ? The plan is not to announce a testing security team, but how it is possible for debian developers to fix security and RC bugs in testing when the packages would otherwise have been stalled in unstable due to perl or KDE brokeness or whatever. The only thing really needed here is the RM's blessing, and an announcement. What you are trying to say, is nobody is doing it, so we cannot announce it, and anyway, it is the users fault for running testing, so let's keep everything as is, it as run fine upto now, and woe to who dares suggest something different.
