That way, one would need to have a special "tag file" in the package, since every file in real use of the package can potentially be present in a conflicting package as well. Maybe the init scripts should check an md5sum of the file they intend to invoke before doing so? But that wouldn't solve the problem for inetd configuration left around for example.
