That's a big if, and the answer may be different in Europe and the United States, as we found out on debian-legal recently when discussing an unrelated work (the aspell-en package). I'm not really sure what we're supposed to do about disparities in intellectual property, or if those disparities impact the Unicode property list. -- G.
