There's now a 'submitter' command, so you can do something like:

  submitter 34363 Oskar Liljeblad <[EMAIL PROTECTED]>

It notifies the original submitter, and doesn't affect merged bugs in
the way close/reopen does. Unless you have specialized requirements and
know what you're doing, it's probably now best to use submitter wherever
you'd previously have used close/reopen.
