That is fixed in both versions -7 and -8. Please upgrade.

This is correct. Please read the Debian Policy manual, section 3.2.6. The
Policy and Programmers manuals are installed by the dpkg-dev package into the
/usr/doc/dpkg/{programmer,policy}.html directories. Postscript and Html
versions are also on the ftp site in doc/package-developer.
