Hello!
Good Idea, at least for the (english speaking) mailinglists, but people
should still be able to send japanese mail to a japanese mintainer.
charset=BIG5 should be filtered to, I used to get a lot of spam (from
Taiwan?) which I couldn't even disply, until I matched on
^Content-type:.*\/charset="?(BIG5|iso-2022-jp)
^Subject:.*\/=\?big5\?
in my promailrc.
