Bug#2025: [a]getty tty permissions bad at login: prompt

VC1 currently has an agetty at the login: prompt:

chiark:~> ll /dev/tty1
crw--w--w-   1 root     root       4,   1 Dec 13 04:19 /dev/tty1
chiark:~>

This should not be world-writeable.
