Bug#1870: /usr/bin/perl: cannot execute binary file

I just installed 0.93R6 base system. Everything seemed to go well.
When I tried 'adduser', it failed with the message
        bash: /usr/bin/perl : cannot execute binary file

dpkg complained too when I tried installing vim.
