Bug#1824: snmpd not killed by pre/post-rm, ignored SIGTERM

We removed a newly-installed snmp package, and it left an snmpd
running.  We tried killing it with SIGTERMs, but it appeared to ignore
them.  A SIGKILL fixed it.
