I've browsed through it (http://www.redhat.com/rpm.html), and it is remarkably like the current debian system, except that is uses unmodified source and lacks some of Debian's sophistication (start-stop-daemon, detailed depends/conflicts). Perhaps it would be a good idea to try to work towards a PCKGSTND, together with Red Hat and other distributions.
