In the default configuration of squid it won't start.

In the syslogging one gets:
Squid Parent: child process 17587 exited due to signal 6
a few times then it dies.
No cache.log is written.

From the strace:
[pid  5663] write(2, "FATAL: comm_select_init: epoll_c"..., 72) = 72

If you check syslog on your system you'll see that squid is failing because of missing epoll() support in your kernel.

A kernel >= 2.6 with epoll support enabled is needed to run squid in etch (see Bug#377697). This was stated in README.Debian and in Etch Release Notes. Please upgrade your kernel.
