Yes, they should, but this is an automatically generated dependency based on
the shlibs provided by libgtkmm-2.4-1c2a, so this is a bug in that package
for not providing correctly versioned shlibs.

However, as 1:2.8.8-1 is the only version of libgtkmm-2.4-1c2a in the
archive since June 2006 (and hence the only version formally supported by
Debian), this is not a grave bug.  Downgrading and reassigning.
