That patch really belongs to #414842 since it is a change to udev's scripts. I do expect that a version of udev which fixes #414842 will make it into Etch since #414842 is RC and the release managers seemed to agree when I asked them. I'm not a DD so I can't take responsibility for NMU'ing udev myself.
