Actually, the suggestion to fit in 80 columns is a recommendation, not an enforcement. On most debconf interfaces, short descriptions that extend over the 80 columns limit still display properly.....however, they extend the size occupied by the short description part....which may lead to undesirable effects, depending on the interface (think about text interface). Indeed, for many cases, the enforcement for short descriptions being kept short cannot really be achieved, so please see this as a strong recommendation and make all possible efforts to respect this...which you can in that case..:)
