Hmm, this is indeed weird, and the inability of loading root.crt
should not be fatal either (it's not logged as such). Can you please
give me the output of

  ls -l /var/lib/postgresql/8.1/main/root.crt /etc/postgresql-common/root.crt

(as root in the etch chroot)

Can you resolve 'localhost' in the chroot? If there is no /etc/hosts,
can you please do

  echo '127.0.0.1 localhost > /etc/hosts
  apt-get -f install

does this now successfully start up PostgreSQL?
