This seems to resemble the complaints in bug #394097.  None of the
suggestions there or in other bug reports work for me.

On 02 Nov 2006 #394097 was downgraded from grave to important because
libapache2-mod-auth-pam still worked with apache 2.2.3-2.

Now that apache2.2-common 2.2.3-3.3 is in testing and appears to be
the only version of apache2.2-common that is currently easily
available it seems that this bug is again _grave_.

I sent a private mail message on this to the package maintainer, Piotr
Roszatycki <[EMAIL PROTECTED]>, on 23 Feb 2007 but have seen no
response.
