Justification: Policy 10.7.3

I've just upgraded fontconfig-config from 2.4.2-1 to 2.4.2-1.2.
This had the effect to change the enable_bitmaps setting from
true to false in "/var/cache/debconf/config.dat".

The Debian policy says (10.7.3):

Configuration file handling must conform to the following behavior:

    * local changes must be preserved during a package upgrade, and
[...]

I just got the following messages:
