Please, use something like

# LANG=C dpkg-reconfigure emacs21

to reproduce this in a way the output is in english. This would make things
easier to track.

Seems that your system is broken, last line means that

/usr/share/emacs/site-lisp/dictionaries-common/debian-ispell.el

is not present when looked from
/etc/emacs/site-start.d/50dictionaries-common.el. This can happen
if dictionaries-common is not installed (strange if you have dicts
flying around) but its config files are there (that is, was installed, but
removed, not purged), or if your installation is broken, 

Since /usr/lib/emacsen-common/packages/install/dictionaries-common is called
(that is the 'install/dictionaries-common:' stuff) I think that your
dictionaries-common installation is broken and only part of its files are
actually installed.

Please reinstall dictionaries-common so you have a non-broken package and
retry (with the LANG=C, please).

I am reassigning this bug report to dictionaries-common, lowering its
severity to normal and tagging it as unreproducible (I cannot reproduce it
al all).

Please confirm the result, thanks in advance for your feedback.
