feel free to reassign that bug to libopts25.

The library provided by libopts25 is /usr/lib/libopts.so.24.3.5. Perhaps
just rebuilding the package solves the problem.

That's a bug in tcpreplay, not in libopts25 where this bug is currently
assigned.  I've scheduled binNMUs for tcpreplay so that it will get rebuilt
against a correct version of libopts25 again.
