I'd like to add to this that I am the maintainer of libapache-mod-sql that depends on libdbi0 and needs libdbi-dev to build. libapache-mod-sql produces libapache-mod-sql-dbi and libapache2-mod-sql-dbi. This is currently in SID. To me, it's very important that libdbi is in Etch, and I don't really understand why it's been 1 year and a half nobody is working on that issue. Note that I have never used myself libdbi, I could remove the dependency from libapache-mod-log-sql and don't use it, but I think it's a shame it's left behind. Just wanted to let you know.
