blars.org is still down, and hinfo-update is still going to fail. The
fix you applied does correctly address the security tag for this bug,
but the bug itself should remain open.
In my opinion, it's still an RC bug, because the maintainer has
previously gone on record as saying that the package is useless without
regular updates from blars.org.
