Or add the /etc/cron.d directory to the package (like it would be the
case if there were a static cron file).  Hmm.

Have you tested if the package adequately removes the file after
deinstallation?  I think piuparts does this, right?  I think this is
handled correctly, but I wonder if there's been a regression.
