Package: netbase
Version: 4.28
Severity: serious

I see that /etc/networks has been added to netbase as a conffile.

This is very very bad, as policy says the conffile mechanism should
only be used when there is a default which may be used by everybody.

My /etc/networks was like this:

localnet 158.49.16.0

and dpkg, while upgrading, suggests that I replace such file by this one:

default 0.0.0.0
loopback 127.0.0.0
link-local 169.254.0.0

The requirement that this is a file which may be used by everybody
clearly fails. There is also a conflict of interest with debian-installer,
who created this file.

I tag this as serious as I consider it to be a big step backwards compared
to 4.27 (but you are free to disagree, as you are the maintainer).

I strongly suggest that this change is undone for etch ASAP.

Note: By reading #399293 I see with horror that I reassigned this bug
from base-files to netbase. This was not an endorsement of the bug itself,
it was just a "if this is going to be done at all, it should be
done by netbase, not base-files", where the "if" was a very big "if".

Thanks.
