Here's a patch for this bug, together with three other hunks that should
go into an NMU (restart apache properly, remove webserver configuration
snippet properly, and spanish debconf translation update).
I'm not going to NMU this myself, unless requested by the maintainer
until Friday (tomorrow) afternoon, because the RC bug is quite young and
I will be on vacation from Saturday on. Here's the changelog, the
package has been tested without apache installed, with apache installed
and running, and with installed but not running apache.
