I'm running Debian on a good ol' regular PC... And experiencing the same
problem. Some days it's worse than others, haven't figured out what the cause
is, though.

However, cutting back a bit on the apt repositories seemed to help, so it seems
to be linked either to cache size, or some dodgy archive lists.

At any rate, I have a script that updates the package lists, and then does a
dselect-upgrade in download-only mode. I just added the rm command to the
start of the script, so it kills the *.bin files, and then goes its regular
nightly activities.
