Yes, during package upgrade. What you are doing is to re-configure the 
package, that is, you are overwriting the old configuration. It is not 
possible to allow all possible configurations using the debconf
interface as the possibilities of all non-trivial applications are 
overwhelming. 

Therefore, the debconf scripts for ddclient are only capable of
configuring for the common case that you update a single DynDNS entry. 
I do not currently plan to support multiple hosts via debconf.
