Well, the problem here is that Asterisk by default attempts to load the module if it is installed, and if the ports are not configured as described in the debconf note, loading the module will fail and Asterisk will refuse to start. This is an essential feature (so you won't run a half-broken configuration), but in this case, it means that installing this package but not configuring another package (the configuration file belongs to module-init-tools) will make a third package (asterisk) fail on the next reboot.
