On kernels >= 2.6.18 udev cannot be installed in a chroot anymore for the
following reasons:
- The check chrooted() does not work anymore, as explained, e.g., in

- As such, postinst fails; however, on a later attempt to install the package in
  the otherwise normally running system, #395136 comes into play for some or the
  other reason.
