xinetd by default does not read from /etc/inetd.conf, nor does it by default
replicate the contents of /etc/inetd.conf to /etc/xinetd.conf when
installed.  The fact that xinetd doesn't stop/divert openbsd-inetd is
therefore not grave, as the package should be perfectly usable in the common
case AFAICS.
