Actually, /etc/WindowMaker/WindowMaker doesn't mean anything; it's not shipped in the package, and it doesn't appear to be searched anywhere. What you probably mean is /etc/GNUstep/Defaults/WindowMaker, and it has no FocusNextKey. In fact, this is bug #394802, which is priority important -- I'm not sure if this should be RC or not, but given the amount of discussion in that bug I don't think an NMU is in-order just yet.
