OIC! Sorry. Would it help if I created extra virtual packages called tfm-arphic-bkai00mp, etc., to let latex-cjk-chinese-arphic take over the tfm-arphic package? I did the same thing with latex-cjk: I created an extra virtual package in debian/control called "cjk-latex", and latex-cjk completely took over cjk-latex (including its bugs).
