When cvsnt is rebuilt, the files in /usr/lib/cvsnt/database/ disappear from the package. This means that when the security team will rebuild the packages (if needed), the file will disappear, and users will be confused. Adding unixodbc-dev and libpq-dev to the build-depends seems to fix the problem. I think this bug is comparable to a FTBFS, hence setting it to serious severity. On the other hand, those files are currently only available on the powerpc and mipsel architecture, so they may be unwanted. In that case, feel free to downgrade the severity. But you still should fix this with a proper call to the ./configure script.
